BONO, AR (KAIT) - A lake that has been eagerly anticipated and partially funded by the public is supposed to be built in Bono.

"Our hope was to have water in the lake by this summer.  That's not going to happen," said Craighead County Judge Dale Haas.

Craighead County Judge Dale Haas said the holdup is paperwork.

"We had to buy one permit from one agency to get one from another.  It's just been lots and lots of study type permits that you had to buy from Heritage Studies to looking for artifacts," said Haas.

To build the lake they will take a stream off Crowley's Ridge, but to do that they have to offer mitigation to make the stream better than it was before.  As part of the bargaining they have agreed to take a site owned by the Arkansas Game and Fish Commission in Greene County called "Scatter Creek" and improve it.

"Redo the stream bed, slope the stream and on each side of the stream, and plant one hundred foot each side tree buffers," said Haas.

Haas sent this letter to the US Army Corps of Engineers about the proposal.

"Each time we agreed to do that it still wasn't enough.  Hopefully agreeing to do this work up in the scatter creek area will be enough," said Haas.

A representative from the Corps of Engineers said they are waiting on one more thing from the applicant before they can approve the permit.

"It's hard to comprehend what takes so long.  You've got the money, you've got the project, you've got the plan and you're waiting on a permit," said Haas.

There have been other things along the way including a shallow water minnow and a type of lily pad that had to be addressed but so far, so good.

"We will be successful.  It's just taking a little bit longer than we thought it would be," said Haas.

But he says hopefully, not much longer.
