BAXTER COUNTY, AR (KAIT) – A level 2 sex offender was arrested and charged with failing to register Friday afternoon in Baxter County.
According to the Baxter County Sheriff's Department, 45-year-old Stephen Kotlowski was arrested Friday at his home and charged with failure to comply with sex offender registration act, which is a Class C felony.
The sheriff's department was notified a sex offender was living in the area and had failed to verify his residency as required by law.
Kotlowski is in the Baxter County Detention Center on a $15,000 bond. He's scheduled to appear in a Baxter County Circuit Court later this month.
A level 2 sex offender is defined as a moderate risk to re-offend, and must verify their residency every 6 months.
