Parole board votes against clemency for man in Region 8 murder

LITTLE ROCK, Ark. (AP) - The Arkansas Parole Board has voted against recommending clemency for condemned killer Jack Harold Jones Jr., who was convicted of strangling on a Bald Knob woman to death while her young daughter watched.

The board voted unanimously Thursday to recommend that Gov. Mike Beebe not grant clemency to the 45-year-old Jones, who is scheduled for execution on March 16.

Jones also beat and left for dead the daughter of Mary Phillips. On Wednesday, Phillips told the Parole Board that Jones does not deserve a second chance.

At a hearing last week, Jones said he was sorry for the killing but said he was under the influence of drugs at the time.

The panel's recommendation is non-binding.
