PARAGOULD, Ark. -- Documents from the Paragould Housing Authority show its director was fired for allegedly misusing resources, failing to show for work and, once, missing the annual meeting with the agency's board.

Judith K. Maxwell was fired at a board meeting on April 14th.

The documents list a variety of alleged actions by Maxwell that did not accord with policy. The board said Maxwell failed to submit proper paperwork to the US Department of Housing and Urban Development.

A 2002 audit ``reflected such deficiencies that HUD has indicated that it will return in 2003 for another audit,'' wrote board chairman Ron Hall.

Maxwell was accused of allowing people to be skipped over on the waiting list for subsidized housing. The board said that employees complained that Maxwell would miss work or leave early without explanation.
