Improper touching complaint lands unregistered sex offender in Region 8 jail

BAXTER COUNTY, AR (KAIT) – A parent's complaint of inappropriate touching, lands a California man behind bars for failing to register as a sex offender in Region 8.

According to the Baxter County Sheriff's Department, Charles Love was arrested and charged for failing to register as a sex offender when he moved from California.

Police say Love was convicted of rape of a spouse by force/fear/threat from Santa Clara County, California in 1998.

Police learned that Love was in Baxter County when the parents of a 14-year-old girl made a complaint to the sheriff's office of improper touching and personal contact between the girl and Love.

Love was brought into the sheriff's office and was charged with failing to register as a sex offender. Police say it's unclear how long Love had been living in Baxter County.

Love is in the Baxter County Detention Center on a $15,000 bond and is set to appear in court again on December 16.
