Cape Girardeau --  A new design for a federal courthouse coming to southeast Missouri is aimed at having the building mesh with surrounding historic architecture. The window-filled building will be four stories tall in front, with two stories at the rear. Missouri Congresswoman Jo Ann Emerson had objected to an earlier design by the Chicago architects who were first hired.
