LITTLE ROCK, AR - Two bills will not be part of the state's response to a court order to improve public education. Under stiff criticism, Senator Dave Bisbee today pulled his bills from consideration before the Senate Education Committee.
One would have allowed new superintendents or principals assigned to schools in fiscal or academic distress to fire teachers and other certified personnel without regard to the state's Teacher Fair Dismissal Act. The other would require that all students at school districts where 75 percent or more students perform poorly on benchmark exams would wear school uniforms.
Committee members questioned how a school chief could determine that a single teacher could be responsible for a failing school and thought that the school uniform measure was geared too much toward punishment.
