Missouri voters to decide 4 ballot measures

JEFFERSON CITY, Mo. (AP) - Initiatives dealing with tobacco taxes, appeals judges, health insurance exchanges and St. Louis police will appear on Missourians' ballots.

There has been a full campaign over the tobacco measure, which would increase the state's tax on cigarettes from 17 cents per pack to 90 cents. Supporters contend the initiative would help prevent smoking and boost revenue for education. Critics say it could cost local governments revenue and that there is no guarantee the money will be spent as intended.

Another ballot measure would amend the Missouri Constitution and affect the selection of state appeals court judges. The remaining proposals would restrict online insurance marketplaces called exchanges and eliminate state oversight of the St. Louis Police Department.
