Arkansas Activites Association holds Governing Body Meeting

LITTLE ROCK (KAIT) - The Arkansas Activities Association met in Little Rock Wednesday to vote on rules and potential rule changes affecting high school sports around the Natural State.

The results are below.

Proposal #1 Private School Enrollment Figures

The nonpublic school enrollment figures shall be taken from a school's report to ANSAA and shall be a three-year average of the October 1 enrollment.

Vote: Passed 141-14

Effective Date: 2016-2018 classification cycle

Proposal #2 Bowling Classifications

Separate 7A from 6A at the state bowling tournament and have four classifications. There shall be four statewide classifications for boys and four statewide classifications for girls. These shall be Class 7A, Class 6A, Class 5A-4A, Class 3A-2A-1A.

Vote: Failed 20-129

Proposal #3 Swimming/Diving Classifications

Separate 7AQ from 6A and below at the state swimming and diving meet. There shall be two statewide classifications for boys and two statewide classifications for girls. These shall be Class 7A, Class 6A and below.

Vote: Failed 9-139

Proposal #4 Swimming and Diving Classifications

There shall be two statewide classifications for boys and two statewide classifications for girls. Class 7A-6A, Class 5A-1A.

Vote: Passed 143-11

Effective Date: 2013-2014 school year

Proposal #5 Classifications

Class 6A – 16 schools, Class 5A 48 schools, Class 4A 48 schools, Class 3A 48 schools, Class 2A 48 schools, Class 1A the remainder schools.

Vote: Failed 59-98

Proposal #6 Board Members

There shall be four at-large board members, including one non-public school member.

Vote: Passed 199-22

Effective Date: Immediately

Proposal #7 Game-ending Procedure for Conference and Non-conference Football Games

The mechanics for re-starting and ending conference and non-conference football games.

Vote: Passed 192-2

Effective Date: Immediately

Proposal #8 Public Charter School Eligibility

For athletic eligibility purposes a public charter school student must be enrolled by July 1 before a student enters grades 7-10 and requires that CSAP forms be signed for public charter schools. Students enrolling after July 1 prior to entering the 10th grade shall not be eligible for one calendar year (365 days). The return to resident school district rule does not apply to public charter schools.

Vote: Passed 207-13

Proposal #9 Review of Game Film

The AAA has the authority to review game film to rule on unsportsmanlike actions by coaches, players, administrators, students and fans that occur prior to, during or after an event.

Vote: Passed 215-3

Effective Date: Immediately

Proposal #10 Junior Varsity Participation

A student meeting all eligibility requirements except the transfer requirement shall be eligible to participate in junior varsity competition as long as the JV CSAP form is signed by both school administrators before the student participates interscholastically.

Vote: Passed 191-27

Effective Date: Immediately

Proposal #11 Penalty for use of Ineligible Coach

The use of an ineligible coach may result in (1) forfeiture of the contest, (2) the specific sports during which the ineligible coach was used will be placed on probation status for up to one calendar year (365 days), (3) the ineligible coach may be suspended from further competition and any activity as determined by the Executive Director and (4) the school me be fined up to $500.00.

Vote: Passes 208-8

Effective Date: Immediately

Proposal #12 Penalty for use of Ineligible Player

The use of an ineligible participant/student may result in (1) forfeiture of the contest, (2) the specific sports during which the ineligible players was used will be placed on probation status for up to one calendar year (365 days), (3) the ineligible participant/student may be suspended from further competition and any activity as determined by the Executive Director and (4) the school me be fined up to $500.00.

Effective Date: Immediately

Proposal #13 Dead Weeks

All AAA member schools will observe a mandatory two-week athletic dead period running the week prior to July 4th and the week of July 4th.

Vote: Failed 47-171

Proposal #14 Dead Weeks

The two-week dead period observed by the AAA will be expanded by one week. All AAA member schools will observe an annual three-week athletic dead period running weeks #51, #52 and Week #1 of the next year of the AAA calendar of weeks.

Vote: Passed 199-14

Effective Date: Immediately

Proposal #15 Recruitment

AAA By-Laws on high school recruitment.

Vote: Passed 206-10

Effective Date: 2013-2014 school year
