PHOENIX (CBS5) -

Mother Bunch Brewery is three years in the making.

"It's really taken us a year to find a viable location," said craft brewer Julie Meeker.

So when she found out Core Crossfit was expanding, Meeker was quick to lay claim to the historic Bayless building near 7th Street and Roosevelt in downtown Phoenix. She officially signed the lease on Monday.

"You can't file for your federal licensing to brew beer until you have executed a lease," said Meeker.

With the government shutdown well into its second week, workers with the Alcohol and Tobacco Tax and Trade Bureau aren't on the job.

"It takes about 75 to 105 days for the TTP to actually process applications," said Meeker.

Right now, the feds aren't approving brew licenses. That means breweries cannot start up and new beers cannot be sold. Additional delays are putting entrepreneurs like Meeker in an uncomfortable spot.

"It's almost kind of like a snowball effect. If you can't get one license, that's going to hold up another license. It's making me pace. It's keeping me awake at night. We're investing our entire life savings into this," said Meeker.

Mother Bunch Brewery is set to open in March. But every month the opening is pushed back leaves the brew pub more than $8,000 in the hole.

"I maybe have 30-days flex in my schedule, and then we're in trouble," said Meeker.

Meeker said she is keeping her fingers crossed that the government shutdown ends sometime this month.
