CADDO PARISH, LA (KSLA) -

It hadn't even opened yet, but a new set of lights at the new I49 interchange in northern Caddo Parish Tuesday afternoon may have contributed to a wreck Tuesday afternoon that killed one person and sent 3 others to the hospital.

It happened just after noon at the I49 interchange with Hwy 71 just north of Gilliam.

A Jeep Commander stopped northbound at the new set of lights was rear-ended by a Ford pickup truck, driven by 34-year-old Daniel Durbin of Eufaula, OK. Durbin told deputies that he was distracted by a dog he was traveling with. He also reportedly was not aware there was a light at the intersection.

Durbin was not hurt, but the driver and 3 passengers in the Jeep were taken to University Health, where 26-year-old Tyler Waggoner was pronounced dead.

The driver of the Jeep, 39-year-old Kendrick Blackmon, 39 of Texarkana, Texas; and the remaining passengers Lawrence Cursh, 31, of Hooks, Texas; and Quentin Helms, 24, of Fouke, Arkansas all suffered minor to moderate injuries.

Durbin has been cited for careless operation.

The DOTD has had signs there and at another interchange for the new section of I49 at North Market Street (Hwy 1) just south of Old Mooringsport Road for a week now, alerting drivers to the new traffic lights, which were made operational Tuesday morning. According to the Caddo Parish Sheriff's Office, DOT crews were still on in the area monitoring the how the lights were operating when the wreck happened.

Deputies say drivers will need to use caution and get used to stopping at places that haven't had to before.

The new 18-mile section of I49 between Shreveport and Gilliam opened at 4 p.m. on Tuesday afternoon.
