CHARLOTTE, NC (WBTV) -

Glitches have slowed down the healthcare.gov web site Monday much like it did on day one in October. Just after 1 p.m. the site stopped accepting new applications, but the glitch was fixed and the site was soon up and running again.

The deadline to apply for coverage under the Affordable Care Act is midnight March 31, 2014.  But it appears the deadline at midnight is not firm.

Glitches and other issues have delayed deadlines throughout the Affordable Care Act's implementation. The White House is boasting millions have signed up and they want more people to get covered. And the demand for coverage was apparent at the Legal Services of Southern Piedmont.

Get Covered America snapped a photo Sunday afternoon as a hundred people waited to meet with a government certified navigator for the healthcare.gov web site outside Legal Services of Southern Piedmont.

"They will sit with you at their computer and lead you through the whole process," said Ken Schorr, the executive director of Legal Services of Southern Piedmont.

Schorr explained there are 30 navigators in Mecklenburg County and four of them work full-time with him. He said the glitches on the Web site at the beginning and end of open enrollment are a distraction.

"Whatever technical troubles there have been with the implementation, a huge number of people have health insurance who would not otherwise have health insurance," said Schorr.

And he said even though Monday, March 31st at midnight is the official deadline, people can still get health insurance.

"People who start the process in any degree by today, if that make an initial contact through the Web site or with an agency that does assistance, it's my understanding that they will have several weeks which to complete their application process," said Schorr, "Even if they only just started today."

Schorr said the navigators on staff do not know how many more weeks open enrollment will last. He said they believe starting April 1st a button on the site will be available to click saying yes I started the process.

More than 200,000 people in North Carolina have signed up so far. If you try to go online and it doesn't work you can always call 1-800-318-2596 to start the application before the deadline.
