WHITE HOUSE - The Bush camp is declaring victory in the race for the White House, but the Kerry camp isn't giving up yet.

Just before dawn in the East, White House chief of staff Andrew Card told supporters in Washington the campaign is "convinced that President Bush has won re-election."  Card says the president will speak later in the day.  Earlier, Kerry sent running mate John Edwards out in Boston to say they will "fight for every vote."
