BAKU, AZERBAIJAN (Radio Free Europe/CNN) - On a visit to Azerbaijan's capital, Russian Foreign Minister Sergei Lavrov said on Wednesday that Moscow expects Ukrainian authorities to provide a "comprehensive" cease-fire in the country's east.

Criticizing Kiev for its "aggressive actions," Lavrov urged the Ukrainian leadership to start negotiations with pro-Russian separatists.

Ukrainian president Petro Poroshenko said he would order a "very brief" unilateral cease-fire as part of a broader plan to end the insurgency.

Lavrov also said that part of the Ukraine's temporary cease-fire plan could amount to ethnic cleansing. During a televised press conference, Lavrov said he heard that "this temporary cease-fire is needed to allow so-called separatists to leave Ukrainian territory. Well, this is probably close to ethnic cleansing if the Russian speaking, ethnic Russian population is invited to leave the country because the authorities do not want to take note of their lawful demands."
