Obama's low approval rate holds steady

(CNN) - President Barack Obama's approval rating may not be great, but it is holding steady.

A CNN/ORC International survey released Wednesday shows 42 percent of Americans believe the president can manage the government effectively.

Obama's approval rating in March was 43 percent.

The biggest drop since January has been among members of his own party.

The president lost 11-percentage points among Democrats since the beginning of the year.

His numbers started to drop in 2013 following the controversies over Edward Snowden, the IRS targeting conservative political groups and the botched roll out of the Affordable Care Act.
