WASHINGTON, DC (CNN) - Secretary of State John Kerry spoke on Monday at the Third Annual Transformational Trends Policy Forum in Washington.

Kerry outlined the United States' strategy to defeat the terror group ISIS.

“First by providing support to our military partners in the region. Second, by applying pressure to the sources of terrorist financing. Third, by striving to reduce the flow of foreign fighters. Fourth, by exposing the absurdity of ISIL's religious claims. And fifth, by furnishing humanitarian need to those hurt or made homeless by the terrorist attacks. This strategy, which has both short and long term elements, is starting to gain traction,” he said.

Kerry's speech comes hours after another American was beheaded by the Islamist extremist group that has taken over vast stretches of territory in Iraq and Syria.
