Changes approved by AAA Governing Body

LITTLE ROCK ,AR (KAIT) - The Arkansas Activities Association Governing Body met on Wednesday at the Statehouse Convention Center in Little Rock to vote on proposed rule changes for the upcoming school year.

Overall, there were ten proposals that came to a vote with Governing Body passing eight of those ten.

Probably the most notable of the proposals was Proposal #8. This would allow teams to go into overtime in a non-conference game to break a tie if necessary. The current rule would force the game to end in a tie. The proposal passed 179-10 and goes into effect for the 2015-16 school year. It also allows junior high games to go into overtime for conference games.

Another noteworthy measure on the ballot was Proposal #10. It dealt directly with the 6A and 7A State Playoffs and the number of teams that are currently in it once the regular season ends. This proposal would take six teams from each conference and seed them from 1-6 based on their finish in conference play. It passed 17-12 and is effective immediately.

Also on the ballot were measures that eliminated noisemakers that were electronic and some modifications to the spring practice slate. The proposals and outcomes are listed here:

Proposal #1 Swimming

To provide three classes (7A, 6A, 5A-below) for swimming and diving.

Vote: Failed 15-For 42 - Against

 

Proposal #2 Noisemakers

Noisemakers that require an external power source are not allowed at benefit games, regular season events, and post-season events.

Vote: Passed 189- For 22-Against

Effective Date: 2015-2016 school year

 

 

Proposal #3 Scholarship

The second semester 8th grade and a first semester 9th grade student meet the academic eligibility requirements for junior high by successfully passing four academic classes the previous semester.

Vote: Passed 206- For 1-Against

Effective Date: 2015-2016 school year

 

Proposal #4 Golf Event Limitation

Event Limitations. Golf teams are allowed twelve (12) regular season events of which six (6) may start before 3:30 p.m. on a school day.

Vote: Passed 123- For 15-Against

Effective Date: Immediately

 

Proposal #5 Spring Football Practice

During AAA calendar weeks #37 through the last day of school for students, football schools may select four (4) consecutive weeks for spring football practice for a maximum of ten practices using regulation equipment for full contact drills. The four consecutive weeks selected must be reported to the AAA office.

Vote: Passed 130- For  0-Against

Effective Date: Immediately

 

 

Proposal #6 Invitational Volleyball Tournaments for JV Teams

Junior varsity teams may enter invitational tournaments as replacement teams when an invited school drops out or cannot attend the tournament. The JV team must be from the host school or a team participating in the tournament. The JV team would not count against the varsity team’s allotted number of varsity tournaments.

Vote: Passed 133- For 3-Against

Effective Date: 2015-2016 school year

The JV team must be from the host school or a team participating in the tournament. The JV team would not count against the varsity team’s allotted number of varsity tournaments.

Vote: Passed 194- For 5-Against

Effective Date: 2015-2016 school year

 

 

Proposal #8 Football Tied Conference Games

Senior high and junior high conference and non-conference games that end in a tied score shall be extended for the purpose of breaking the tied score.

Vote: Passed 179- For 10-Against

Effective Date: 2015-2016 school year

 

 

Proposal #9 7-on-7 Tournaments

7-on-7 tournaments which were originally scheduled at the conclusion of the 178 required instructional days but are now affected by an extended school year due to inclement weather may be played under the following restrictions.

1. There shall be no missed class time due to traveling or participating in 7-on-7 event

2. The event must conclude by 8:00 p.m.

3. The event cane take place on Saturday during the extended school year window with no restrictions.

Vote: Failed 56 - For 130- Against

 

 

Proposal #10 Football Playoffs

Each conference shall certify their representatives to the state play-offs. In all 6A and 7A conferences the top six (6) teams will make the play-offs and be seated 1-6 based on conference record. The AAA tiebreaker system will be used for all ties.

Vote: Passed 17- For 12-Against

Effective Date: Immediately.
