LITTLE ROCK, AR - As a practical matter, the state Legislature begins today.
Legislators have been largely marking time since the session started January 10, waiting to see a plan and a price tag for funding court-ordered improvements in public school buildings. State lawmakers want to get the buildings issue nailed down before deciding budgets for the various state agencies to operate.
They got their first glimpse of a school-building formula late last week and now face possibly giving up millions of dollars in state funding for capital improvement projects in their districts in order to pay for school repairs and construction.
Today is the deadline for filing appropriation bills.
