LYNN, AR (KAIT) -

Deputies arrested a man in Lawrence County after finding a puppy suffering from a fatal blow to the head.

Sgt. Jamie White of the Lawrence County Sheriff's Department states deputies responded to a residence in Lynn on Monday after receiving calls about someone firing a weapon in the front yard. Other callers said the person was falling down and appeared to be intoxicated.

When deputies arrived White said they found Billy Dial inside his house "highly intoxicated."

The weapon turned out to be an air pellet gun and was found near Dial on a table.

Deputies also reported finding a small puppy in the front yard "which appeared to have been struck in the head with a blunt object."

It was determined by investigators that Dial had hit the puppy in the head with a shovel. The puppy was wounded to the point where it had to be euthanized.

Dial was arrested and taken to the Lawrence County Jail to await formal charges of public intoxication and aggravated cruelty to an animal, according to White.

Tamara Harris owns Tamara’s Trendy Tangelz, which is not too far from the home.

She said she has never heard of anything like this happening in Lynn.

“Maybe if it was a mean dog, but I've never heard of any innocent little puppy being tortured or anything,” Harris said.
