MANILA, AR (KAIT) - A highway project through one city in Mississippi County is at a halt.

The Arkansas Highway and Transportation Department is working to widen Highway 18 through Manila.

The project will make the highway a five-lane highway instead of the current two lane.

Workers had to stop work through the city of Manila, though, because of the city sewer system.

The current sewer system sits where the highway will go, so they need to move it to continue the work.

One businessman said the current plans to move the sewer system will affect his business.

Dan Gamble said the city is asking for an easement to move the system that is on part of his land.

Now the city and Gamble are in a lawsuit over the issue.

"I told them I would try to work with engineers and I thought we had it solved, but evidently we don't and if they want to take proceedings against us then just let them do what they have to do," Gamble said.

Manila Mayor Wayne Wagner did not want to comment on the situation while it is in a lawsuit.
