Sex offender arrested for sexual assault, failure to register

JONESBORO, AR (KAIT) -

Police arrested a St. Francis County man for sexual assault and failure to register as a sex offender.

According to court documents, officers responded to the 300-block of West Oak in reference to a sexual assault on Saturday, Aug. 27.

When officers arrived, a 12-year-old girl told them that a man named Richard “dry humped her” on Aug. 26 at her apartment while her mother was away.

The girl said the man’s “private parts” touched her buttocks, according to the affidavit.

Officers then learned, according to a Jonesboro police report, that a registered sex offender, Richard Morrow, 22, of Forrest City had been living in an apartment complex in the 200 block of East Nettleton since March.

Officers said Morrow had enough time to register and failed to do so.

Morrow was also employed by Dollar Tree on Nettleton.

Morrow was taken to the Craighead County Detention Center and charged with failure to comply child sex offender.

During an interview, Morrow admitted to assaulting the 12-year-old victim.

Morrow said he was drunk and got “excited.”

He was given a $75,000 bond. He is due back in court on Oct. 31.

Jail records also show Morrow has an investigative hold out of Trumann and a hold out of Independence County for failure to comply.
