Phoenix was bleeding from his nose and carrying needles, according to officials at the scene. Jones said he admitted to using heroin.

The running, unattended tanker posed a serious danger at the gas station. Jones said it was as if the man was "sitting on a bomb."

"This could have been catastrophic," Jones said. "You've got a large fuel truck at a gas station near a terrible intersection. All these things and a driver unconscious? Things could have been very, very bad."
