Sex offender accused of failing to register change of address, again

JONESBORO, AR (KAIT) -

A Level 2 sex offender is being held on a $25,000 bond after investigators say he moved to Jonesboro but failed to report his change of address to law enforcement.

Craighead County District Judge David Boling found probable cause Monday to charge 24-year-old Richard Larry Morrow with failure to register-failure to comply with reporting requirements.

According to court documents, Morrow’s registered address is in Wynne.

However, on April 26, SOR Specialist Natasha Kaja learned that he had been living in Jonesboro for three weeks without registering with the police department.

As a Level 2 sex offender, Morrow is required by law to report any changes in his residence or mailing address to local law enforcement within three days after relocating.

In setting his bond, Judge Boling noted that this was the third time in the last three years that Morrow has been accused of failing to comply with his registration.

Morrow will face arraignment on June 29 in circuit court.
