HOT SPRINGS, AR (KAIT/KARK) - It may appear to be a prime location in Hot Springs, but residents of Aristocrat Manor Apartment complex say the living conditions are poor.

According to KARK, tenants of the low-income housing complex say they recently went a week without air conditioning.

One woman claims her grandmother has suffered from bed bugs and respiratory problems from black mold.

But residents are afraid of retaliation if they complain.

The complex is contracted through U.S. Department of Housing and Urban Development (HUD) and many can't afford to live anywhere else.

According to HUD, the tenants pay 30 percent of their income in rent. The building owner says 80 percent of residents are elderly while 20 percent are disabled.

Tenants say tensions are high among all involved, especially ones who continue to raise concerns about their living conditions.

The air has been temporarily fixed, with a permanent solution expected to take 4 to 6 weeks.
