Both Sides Predict Victory in Arkansas Road Bond Debate

LITTLE ROCK (AP) _ Polls are open today from 7:30 a.m. to 7:30 p.m. for voters to decide on separate questions on bonds for interstate highway repairs and bonds for colleges and universities.

The highway item would allow the state Highway Commission to issue up to $575 million  in bonds. Governor Huckabee says the proposal is the best way for Arkansans to keep their roads in good repair.

Opponents say the measure should not pass because it would give the Highway Commission authority to issue bonds. Voters must approve bonds under the current system.

The other bond measure would benefit the state's colleges and universities. It would allow the state to restructure $100 million in old higher education debt and issue $150 million in new debt for infrastructure and technology projects at state colleges and universities.
