Report Accuses State Officials of "Gimmicks" to Boost General Fund

ST. LOUIS, MO - An audit says Missouri officials have been using an accounting gimmick to steer $13 million of tobacco settlement money into the state's general revenue fund.

State auditor Claire McCaskill said yesterday the state charged fees every time it moved tobacco payments from one state fund to another.
