Judge Upholds Missouri Law Restricting Sexy Billboards

KANSAS CITY, Mo. (AP) _ A businessman loses his federal court

challenge to a state law banning sexually oriented billboards along

Missouri highways.

U-S District Judge Gary Fenner ruled in the case yesterday,

finding that the 2004 law is constitutional.

The law bars provocative signs for strip clubs and adult novelty

stores within one mile of a highway.

John Haltom sued the state last year, arguing the law

unreasonably curtailed his freedom of speech. Haltom owns two

businesses in the St. Louis area that sell lingerie, sex toys and

adult videos.

But Fenner ruled that the law is reasonable and doesn't prevent

Haltom from advertising for his stores. It just doesn't allow him

to advertise that he sells adult items.
