LITTLE ROCK (AP) _ Legislators are in apparent agreement for a

school funding package for a special session that is to begin

Governor Huckabee has put 31 items on the special session

agenda, including a measure that would cap administrative expenses

for a school district at eight percent of the district's budget.

That proposal is not sitting well with some education groups.

The Arkansas Association of Educational Administrators is

against the cap. But the group has joined the Arkansas School

Boards Association and the Arkansas Education Association in

support of the overall education plan to add 132-point-five

million dollars over the next two years for the state's 251 school

districts. Another 90 million dollars is proposed for school
