LITTLE ROCK, AR - Arkansas State Police have arrested a prison inmate for allegedly sending an envelope filled with white powder to the governor's office, temporarily closing part of the state Capitol building. Police accused 29-year-old Leroy Selsor of sending a threatening letter filled with what turned out to be baby powder to the governor's office. An employee opened the envelope, sparking a partial shutdown of the building as authorities investigated.
Selsor is charged with impairing a vital public facility and using a hoax device in the October 10 incident. Selsor is already incarcerated at the Brickeys prison. State police spokesman Bill Sadler wouldn't discuss what might have prompted Selsor to send the letter.
