Beebe's Plans for Surplus Await School-Repairs Estimate

LITTLE ROCK (AP) - Governor Beebe's initial balanced budget proposal presented to the Legislature won't include plans for the state's projected $843 million surplus.

Beebe spokesman Matt DeCample said the initial proposal excludes plans for the surplus because the governor wants to get an estimate first on how much it will cost the state to make court-mandated repairs to Arkansas' crumbling school buildings.

The proposal is expected to go before the Joint Budget Committee today, and include the governor's call for a three-cent sales tax cut on groceries beginning in June.
