Police Say SeMo Bomb Threat was Ploy to Prompt Lawsuit

JACKSON, MO - Two southeast Missouri men face felony charges for allegedly conspiring to phone in a bomb threat as part of a plot to win a lawsuit against the arresting officers.

Authorities say Duane Haffner called Jackson police anonymously Wednesday, saying he had information that a man would be taking a bomb in his shoe to the Cape Girardeau County courthouse the next morning.

Two detectives recognized Haffner's voice, and police found him at a drug and alcohol treatment center.  He told authorities he made the call at the direction of Leotis Allen.

Authorities say Allen planned to fake an injury as soon as officers touched him, then file a lawsuit.

Allen was found at the same treatment center and arrested yesterday.
