LITTLE ROCK, AR - The state Legislature expects to see the details this week of Governor Beebe's highway plan. State officials say about $16 billion is needed for highways. Legislation has been filed to set aside $100 million of the state surplus for road improvements, and additional measures are expected to be filed this week for another bond package to go before voters in the 2008 general election.
Meanwhile, a House panel may consider legislation that would expand the role of regional authorities to seek voter approval to establish toll roads and any initial fees. The bill would allow the authorities to then increase or decrease fees without voter approval. A Senate panel also is scheduled to hear a bill that would prohibit teen drivers from using cell phones while behind the wheel of a car.
