Vote Could Come Today on Electing President by Popular Vote

LITTLE ROCK (AP) - A proposal that would make Arkansas part of a movement to adopt a presidential-election system based on the popular vote could come before the Arkansas House for a vote today.

The proposal is sponsored by Representative Monty Davenport of Yellville. It would require Arkansans sent to the Electoral College each four years to be instructed to cast their votes for the winner of the national popular vote for president -- regardless of which candidate won the vote in Arkansas. The requirement would take effect only if a majority of the 50 states adopt similar requirements.

Currently, a state's electoral votes are supposed to be cast for the candidate who wins that state's election. The proposal is part of a national campaign by a group trying to do away with the traditional role of the Electoral College.
