Fayetteville Man Named State's New Top Cop

LITTLE ROCK, AR - Governor Mike Beebe has named retired Arkansas State Police Captain Winford Phillips of Fayetteville as the new director of the Arkansas State Police.  The announcement came this afternoon in Little Rock.

The 69-year-old Phillips served with the State Police for 38 years before retiring as a captain.  Born and raised in Madison County, Phillips began working in 1964 as a State Police radio operator.  He was commissioned as a trooper two years later and assigned to the Highway Patrol division.

Phillips will succeed Jonesboro native Colonel Steve Dozier.  The Arkansas State University graduate is leaving the ASP at the end of May to work in the private sector.  Dozier and Phillips will work together with Beebe in the coming weeks to hopefully ensure a smooth transition.
